It was held on 30 September 2011 after the Isyakh prayer. Attendee registration and distribution of Minutes was after the prayer and during the midst of an organized buffet dinner. Attendees had little time to go through and browse the Minutes of the previous Meeting and the Statement of Account 2010/2011 operating year.
AGM finally commenced at about 2130 hrs and declared open by Ustaz Khairul Annuar Samigan – Head of Klang District Mosques cum representative from Jabatan Agama Islam Selangor (JAIS).
Prior AGM, ten (10) referendum or proposals was submitted to the Mosque Secretary to be tabled, discussion and considered during the AGM. Top of the list was a proposal to cut short the Mosque Nazir’s opening speech as the AGM was held after Isyakh and time constraint to complete all the AGM Agenda. Indirectly it was adopted as the Nazir only read through what was pre written at his Foreward Note.
2009/2010 MINUTE: Correction of few misspelled, including my name Mustaffa instead of Mustapa. Rephrasing on other matters: It was actually proposed that Imam 3 who was busy with his work, to give way to Imam 4 and upgrading Imam 4 to Imam 3.
Minutes adopted and seconded.
Mosque activities: 2010/2011 (1.6.2010 – 31.5.2011).
I requested for clarification about the fifty (50) visits to “Warga Emas” (Senior Citizens) houses. Nazir declared it was a courtesy call to the Senior Citizens within the kariah as well as outside and further requested the Bureau Chief to elaborate. Yes, a courtesy call to these people with RM 15 worth of token per visit. The main purpose was a tribute for the role the senior citizens had given during their younger years within the kariah. I was rather amazed to the large numbers of senior citizens exists within the kariah. I gave them the benefit of doubt and for the good and noble cause; I did not wish to prolong the subject.
STATEMENT OF ACCOUNT (June 2010 – May 2011).
The layout was well comprehended, income and expenditure, unlike the previous year it was like presenting a Company prospectus to be listed at KLSE.
I posed the question: The amount received for the orphan’s trust fund did not tally with the amount physically distributed to the orphans? The Bureau Chief explained that there were cash and checks received but not transacted into the Mosque account and distributed direct to the orphans. This is non compliance to usual financial accounting practice. Any monetary amount received to be transacted as an income.
Other questions from the floor: There were no supporting details pertaining to big amount spent like payment to Religious Lecturers, the Sacrifice Rituals during Aidiladha and Ramadan activities. Lacking the supporting documents, the Kariah do not know the breakdown of expenditures and how it was spent. The items were dumped and presented in lump sum.
Unfortunately the current Treasurer only took Office on 09 February 2011 and the former Treasurer was not present. Probably he had anticipated that the Statement of Account would be a HOT topic. The best explanation and a way out given by the Treasurer, his tenure of Office only began lately and there are several factors and subject matters that he was not aware of or not well detailed.
Due to the several discrepancies, by majority vote the Statement of Account was rejected and requested to be amended. JAIS Representative agreed to the motion. Previous year AGM, the Statement of Account was requested to be redo and posted on the Mosque Notice Board.
Since JAIS Representative was presence I requested for his opinion whether the “Orphan’s Trust Fund” could be excluded from the Mosque Banking Account. My reasons: When the monthly Mosque account is on deficit, automatically the orphans trust fund had been used and consuming an orphans fund is strictly forbidden (haram) in Islam. The reply was: Certain Mosque is operating a single account and some are separated and it all depends on the Mosque Committee to decide on the best option. The floor unanimously agreed that the orphan’s trust fund should be separated. I was rather shocked that the Nazir was not proactive on this matter as he said that the Mosque would ended up having two (2) Treasures. JAIS Representative corrected him that the current Mosque Treasurer would also be the same man as Treasurer when the Mosque is operating another account or whatever other accounts.
FORECAST BUDGET June 2011 – May 2012.
As forecasted, a deficit of RM 17, 640.00. One attendee suggested that effort to be made to overcome the deficit.
Since it was only a Forecast Budget, I stood up proposing the Forecast to be adopted. Time was closing to midnight and there was one more important Agenda in hand.
REFERENDUM & PROPOSAL.
There were ten (10) proposals submitted by Tuan Haji Samsuddin Razak on behalf of the kariah.
· Shortened Nazir opening Speech during AGM. – It was read from the prepared Foreward Note.
· Treasurer to prepare the List of contributors during Ramadan 2010 and for the months in 2010/2011. – Had been posted on the Notice Board.
· Treasurer to prepare the List of payments made to all Religious Lecturers and Terawih Imam for 2010/2011. - To be posted on the Notice Board.
· Development Bureau Chief to prepare activity report and statement of account for the New Mosque. – The Bureau Chief failed to attend the AGM, therefore no activity and Financial Report. JAIS Representative informed the AGM that the New Mosque would be ready within three (3) months.
· Imam 1 as Dakwah Bureau Chief to head and oversee all Religious Lecturers only with credentials invited to preach in the Mosque. – There were cases where the Nazir signed the Monthly Schedule and sometimes no signatories at all. Imam 1 will now take charge. JAIS Representative noted the issue.
· Wakaf material contributions to be well kept and maintained. – JAIS Representatives advised the Mosque Committee that wakaf materials to be well look after. Unfortunately, the Mosque Committee does not have any record pertaining to things that had been wakaf to the Mosque. Nazir declared that he only know of one, of the public address system. On the Mosque Grandfathers Clock, Nazir said cost of repair was exorbitant.
· Kereta jenazah Bureau – to submit Report and activities for 2010/2011 - An attendee informed and let it be known that the Saham Kereta Jenazah account is still outstanding under the safe custody of the former Chairman of the Bureau. The present details of activities and financial accounting was in the Mosque Statement of Account. In fact there is a valid Saham Kereta jenazah Account.
· Religious Lecturers credentials from JAIS. – From the horse’s mouth, JAIS Representative warned again that Enactment on Credentials should be strictly adhered to by the Mosque Nazir and his Committee.
· Vacancies of Mosque Committee Members: Those who left the kariah, automatically disqualified to be a Committee member. – The Nazir admitted that there was a case but due to the good service (???) that the particular Committee Member had given, he wanted to retain him. He quoted of the Imam of yesteryears who shifted house to another area and still maintain to be the Mosque Imam as the Imam build a temporary house within the kariah. The remark attracted the displeasure of the floor due to the irrelevancy and he was jeered off. JAIS Representative gave his final say that any Mosque Committee Member who left the kariah automatically ceased to be a Committee Member and it is stipulated in the Enactment and it is FINAL.
· Requesting the Nazir and the Secretary to honorably tender their resignation. – A very sensitive issue. JAIS Representative reiterated that JAIS will not get involved or no disciplinary action can be taken when it is connected with Registrar of Society. The Nazir and the Secretary flatly rejected the proposal and the issue is now left to each individual perception of them. The Secretary even refused to read the proposal to the floor even though requested.

· One proposal from the Nazir: The current Mosque to be converted as Sekolah Agama Rendah when the New Mosque completed. – Adopted as this was nothing new and it was the plan ever since the New Mosque was on the drawing board. (The Nazir was a Committee Member then and he should aware of it).
OTHER MATTERS:
The Mosque Adviser told the floor that he lacked the feedback from the kariah as well as from the Mosque Committee Members themselves regarding events that transpires at the Mosque.. He quoted an issue about Imam 1 blunder which had been reported to JAIS and he was totally unaware of the mishap. One attendee stood up and corrected the Adviser that he had informed him verbally about the incident. Personally, the kariah cannot be blame as the Adviser’s face is never seen in the Mosque during daily fardhu prayer. Another attendee showed the Adviser in disgust an unsigned Religious Lecturers Monthly Schedule. (Refer to Proposal on Imam 1).
My opinion - It is more professional to apprehend, reprimand or lectured the Mosque Committee Members privately with the presence of all the Committee Members including the ex Officio, not at AGM. If he finds that the Committee Member or ex Officio is inefficient, it is within his jurisdiction to get rid of them. Walk the talk. The kariah do not need play actors as we know politic are overshadowing him. I don’t see the justification of Pesuruhjaya PAS of Klang cum Ahli Majlis Perbandaran Klang sitting along with the Committee Members. As far as the Mosque is concern he is just an ordinary Member of the kariah. The issue was too petty for the kariah to handle as PAS is the governing power in the kampong and the Mosque as well.
The AGM finally adjourned at about 0015 hrs on 1 October 2011.
POINT OF INTEREST:
Majority of the kariah is itching for the next AGM which come along with Election of Office Bearers. The displeasure is when certain party with their political ideologies misuses the Mosque institution as a platform to spread their political ideologies. In the Mosque it is all for the sake of Islam, not for UMNO, PAS or PKR. Every Muslim praying in the Mosque faces the same single direction. Outside the Mosque, who the HELL care what you do and what political ideologies you have??
